CAR

⚡ Quick Take

India is preparing for a major shift in passenger-vehicle efficiency standards.

The government has notified the new Corporate Average Fuel Economy (CAFE) norms, which will come into effect from 1 April 2027 and remain applicable until 31 March 2032. The framework is aimed at improving fuel efficiency, reducing average emissions and encouraging cleaner technologies such as EVs, hybrids and alternative-fuel vehicles.

What Are CAFE-3 Norms?

CAFE norms don’t set a separate mileage requirement for every individual car.

Instead, they establish a fleet-wide average fuel-consumption and CO₂-emission target for each automobile manufacturer.

This means carmakers will need to manage the efficiency of their entire portfolio—not just improve one or two models.

The new framework targets a progressive improvement in fuel efficiency, with the benchmark tightening from 3.996 litres per 100 km in 2027-28 to 3.3273 litres per 100 km by 2031-32. That’s an improvement of around 16.7% over five years.

EVs & Hybrids Get a Bigger Role

One of the biggest implications of CAFE-3 is the incentive for manufacturers to bring more electric and hybrid vehicles into their portfolios.

Under the notified framework, battery EVs and range-extended EVs receive a volume factor of 3, while plug-in hybrids and certain strong hybrids receive higher compliance benefits than conventional vehicles. Strong hybrids receive a factor of 1.6.

In simple terms, cleaner vehicles can provide manufacturers with greater flexibility in meeting their overall fleet targets.

What About Petrol & Diesel Cars?

Petrol and diesel vehicles are not being eliminated by CAFE-3.

However, manufacturers will face increasing pressure to improve the efficiency of conventional powertrains through technologies such as better engines, lightweighting, regenerative systems, improved aerodynamics and other fuel-saving technologies.

The new framework also recognises certain alternative fuels through Carbon Neutrality Factors, including benefits linked to ethanol blends, CNG and biofuel blending.

Will Cars Become More Expensive?

This is one of the biggest questions for consumers. Meeting tighter efficiency standards can require manufacturers to invest in new powertrains, hybrid technology, lightweight materials and other efficiency-enhancing technologies.

That could increase the cost of developing and producing some vehicles.

However, the final impact on showroom prices will depend on how individual manufacturers respond to the regulations, their technology choices and the competitive positioning of different models.

A New Compliance Market for Automakers

CAFE-3 also introduces greater flexibility through credit trading and pooling. Manufacturers that outperform their efficiency targets can accumulate credits, while those facing a shortfall can use permitted compliance mechanisms, including trading credits with other manufacturers or buying credits from the Bureau of Energy Efficiency.

This effectively creates an additional economic dimension to vehicle efficiency.

Efficiency Becomes Not Just an Engineering Target but a Business Strategy.

What Does This Mean for Car Buyers?

For consumers, the impact may gradually become visible in the vehicles entering the market from 2027 onward.

Expect greater focus on:

  • Better fuel efficiency
  • Hybrid technology
  • Electric vehicles
  • Alternative fuels
  • Lower-emission powertrains

At the same time, manufacturers will have to balance regulatory compliance with vehicle affordability, performance, safety and customer demand.

🎙️ Indore Talk Business Take

CAFE-3 is more than another automobile regulation. It signals where India’s passenger-vehicle industry is heading over the next five years.

Manufacturers will increasingly have to think about fuel efficiency, emissions and electrification together, while consumers could see a wider range of EVs and hybrid vehicles alongside increasingly efficient conventional cars.

For India’s auto industry, the message from 2027 is clear The future car won’t just have to move better. It will have to use energy smarter.
