Madhya Pradesh Government is preparing to introduce a new colony development policy that could significantly change how residential projects are approved across the state. The proposed reforms focus on reducing procedural delays, improving transparency, and creating a more efficient approval system for developers while strengthening protection for homebuyers.

If implemented, the policy could become one of the most important reforms in the state’s real estate sector in recent years.

Towards a Uniform Approval System

One of the biggest changes proposed is the removal of the distinction between colony development rules in urban and rural areas. Instead of following separate regulatory frameworks, the state aims to establish a more uniform system for colony approvals.

The proposal also seeks to redefine administrative responsibilities. In rural areas, District Collectors are expected to become the primary authority for approving colony-related matters, while in urban areas, the responsibility may shift to Sub-Divisional Magistrates (SDMs). This change is intended to streamline decision-making and reduce administrative complexity.

The 75-Day Deemed Approval Rule

Perhaps the most significant feature of the proposed policy is the introduction of a deemed approval mechanism.

Under the proposal, if the concerned authority does not take a decision on a colony application within the prescribed timeline, the project will automatically be considered approved after 75 days.

The objective is to reduce unnecessary delays, improve the ease of doing business, and provide greater certainty for developers and investors. Faster approvals could also help accelerate housing supply and infrastructure development across the state.

However, the effectiveness of this provision will depend on maintaining rigorous technical scrutiny while ensuring approvals are not delayed unnecessarily.

Greater Transparency for Homebuyers

The proposed policy also places strong emphasis on transparency and accountability. Developers may be brought under a digital monitoring system, allowing authorities to track project progress more effectively.

For homebuyers, project-related information could become available online, making it easier to verify approvals, monitor development status, and make informed purchasing decisions. Such measures could help reduce information gaps and build greater confidence in the real estate market.

Focus on Affordable Housing

Another notable proposal is the requirement for developers to reserve 15% of the project area for Economically Weaker Section (EWS) and Lower Income Group (LIG) housing.

If implemented effectively, this provision could encourage more inclusive urban development by ensuring that affordable housing remains an integral part of large residential projects rather than an afterthought.
