What is Police Commissionerate System?

More than 70 cities of India have Police Commissionerate System today. Most simply, the Commissionerate system gives most of the magisterial powers to the senior police officers of a city, for instance, the Collector. This system allows the police officers to function independently of the district magistrates. The numbers of police officials in this system are also more than ordinary. This system has two Additional Commissioners of DIG level each with eight Deputy Commissioners at the Superintendent of Police (SP) level. With more police officials who are given the power to take prominent decisions, this system makes the controlling of a city easier and much better.

The Collector gets various powers under the Commissionerate system. Some of these powers include implementing Section 144 on the concerned city, arresting anyone based on Section 151, giving license permission for hotels, bars, and weapons to the public, etc.

How is it Different from the Ordinary Police System?

The Commissionerate system of Police has only one major difference from the ordinary working- the shift of powers between police officials. But what kinds of powers are shifted? Well, here is an example to make you understand better.

For instance, if any kind of riot happens in the city in the ordinary police system, only the Magistrate has the powers to give decisions to control them- allowance to firing, Lathi Charge, etc. On the other hand, if something similar happens in the city under the Commissionerate system of Police, then the various decisions can be taken by the senior police officers, specifically, the Collector.

What is the purpose behind it?

The ultimate aim of implementing this system in Indore and Bhopal is to provide better security and safety to the public. For accomplishing this aim, an additional DSP for Crime Against Women will be posted in the city along with an ACP. This department will completely focus on the safety of women and children.
