The Story
For years, Indore has become synonymous with cleanliness. From door-to-door waste collection and source segregation to citizen participation, the city has transformed itself into a national benchmark for urban sanitation.
Now, the Solid Waste Management Rules, 2026 aim to take that journey one step further—from cleanliness to sustainability.
The biggest shift in the new regulations is the increased responsibility placed on Bulk Waste Generators (BWGs). Any establishment with more than 20,000 square metres of built-up area, daily water consumption of 40 KL or more, or waste generation exceeding 100 kilograms per day will now be classified as a Bulk Waste Generator.
This includes hotels, hospitals, educational institutions, shopping malls, restaurants, commercial complexes, large residential colonies, and integrated townships.
Instead of relying entirely on the municipal corporation for waste disposal, these establishments will now be expected to manage a significant portion of their waste within their own premises.
The new framework mandates dedicated Waste Management Centres in large residential and commercial developments, typically covering around 200–300 square metres. Organic waste processing through bio-composting and biogas plants is expected to become an integral part of these facilities.
To strengthen compliance, the municipal corporation will conduct regular inspections, sampling, and digital monitoring. Establishments failing to comply with the rules may face substantial environmental compensation, reinforcing the principle that environmental responsibility must accompany urban growth.
The rules also reinforce the role of ordinary citizens. Waste segregation at source remains fundamental, with households expected to separate wet waste, dry waste, sanitary waste, and hazardous or electronic waste. Items such as batteries, expired medicines, and electronic waste must be deposited only at authorised collection centres.
Together, these measures represent a shift from managing waste after it is generated to preventing unnecessary waste from reaching landfills in the first place.
