The Supreme Court of India has sought responses from the Central Government, CBSE, and NCERT on petitions challenging the implementation of the mandatory three-language policy for Class 9 students. The Court has directed the authorities to submit their replies within 10 days, with the next hearing scheduled for July 29.
The petitions question the implementation of the revised language framework introduced under the National Education Policy (NEP) 2020, which requires students entering Class 9 to study three languages, including at least two Indian languages. Petitioners have raised concerns about the availability of teachers, textbooks, and the readiness of schools to implement the policy uniformly across the country.
What Is the Court Examining?
The Supreme Court has not stayed the implementation of the policy. Instead, it has asked the Centre and education authorities to explain how the new framework will be implemented without causing disruption to students’ education.
The Court is expected to examine practical aspects such as infrastructure, availability of qualified language teachers, learning resources, and whether schools are adequately prepared to comply with the revised guidelines.
No Immediate Change for Students
As of now, the three-language policy continues to remain in force while the legal proceedings continue. CBSE has already clarified through earlier guidelines that transitional measures have been introduced to ensure that existing students are not unfairly affected during the implementation process.

The case highlights an important aspect of education reform: effective implementation is just as important as policy design. While promoting multilingual education is a key objective of NEP 2020, successful execution depends on adequate teachers, quality learning resources, and sufficient preparation at the school level. The Supreme Court’s review is likely to focus on whether these practical requirements are in place before the policy is fully implemented across CBSE-affiliated schools.
